The Institute of Cooperative Management, Dehradun, was founded by the Agriculture Credit Department of the Reserve Bank of India in the years 1954–1955. It is one of 20 residential Institutes of Cooperative Management across the nation that are overseen and managed by the National Council for Cooperative Training (NCCT), New Delhi, under the Ministry of Co-operation, Government of India. With a focus on the professional requirements of the cooperative personnel, NCCT, New Delhi is the central organisation for the overall planning, monitoring, and implementation of various training programmes for the staff of the Cooperative Department/Cooperative Institutions and other allied institutions of the state.
In order to prepare the cooperative movement to meet new difficulties brought on by the globalised and liberalised economic environment, the institute's primary goal is to develop human resources within the cooperative movement for effective/efficient and professionalised cooperative management. The institute meets the departmental and institutional officials of Uttrakhand's demands for management training in order to achieve the aforementioned goals.
